Description and Requirements

The AVP is a senior leader responsible for enterprise technology portfolio planning, governance, and delivery execution at Healthfirst. Reporting into the CIO, this role ensures that enterprise-wide initiatives are prioritized, aligned, and executed effectively across more than ten Delivery Teams. The AVP acts as a strategic delivery partner to business and technology leaders, translating strategic objectives into coordinated delivery roadmaps while driving transparency, accountability, and measurable outcomes. This role is central to fostering strong, ongoing engagement with business leaders and executive sponsors, ensuring initiatives are grounded in real business needs and communicated clearly across organizational levels.

Key Responsibilities

  • Enterprise Portfolio Planning & Delivery:
    Leads the enterprise-wide technology portfolio planning process in partnership with the CIO, ensuring alignment to strategic goals and capacity across IT teams.
  • Governance via Enterprise PI and Delivery Team Forums:
    Leads the facilitation and operational planning for Enterprise PI (Program Increment) Planning sessions and Delivery and Portfolio Team forums. Drives integrated roadmap planning, dependency management, and transparency.
  • Strategic Partner to Business Executives and Delivery Leads:
    Engages regularly with senior business leaders and delivery leads to understand priorities, refine delivery strategies, and communicate progress. Supports initiative business case development and benefit realization planning.  Influences outcomes through communication, change enablement and strategic delivery disciplines.
  • Operational Coordination & Delivery Optimization:
    Coordinates across delivery teams to balance resources, manage dependencies, and resolve issues.  Strengthens planning and business engagement disciplines across the teams.
  • SAO Partnership:
    Partners with the Strategic Activation Office (SAO) to ensure strategic priorities are accurately reflected in delivery plans.
  • Measurement, Reporting & Communication:
    Maintains dashboards, delivery metrics, and executive reporting. Ensures consistent communication with business units, executive sponsors, and IT leadership.

Minimum Qualifications

  • Bachelor’s degree from an accredited institution
  • Significant experience in enterprise portfolio management, program leadership, or transformation delivery
  • Ability to lead cross-functional planning processes and governance forums
  • Strong interpersonal and communication skills with senior stakeholders
  • Proficiency with Microsoft Office and Adobe Acrobat

Preferred Qualifications

  • MBA or Master’s degree in a related field
  • 5–10 years of experience in healthcare, ideally in a payer or managed care setting
  • Familiarity with CMS, DOH, and New York Medicaid regulatory environment
  • Experience with portfolio management tools (e.g., Jira Align, Planview), Agile/SAFe frameworks, and business case development

Hiring Range*:

  • Greater New York City Area (NY, NJ, CT residents): $190,800 - $291,975

  • All Other Locations (within approved locations): $189,800 - $290,445

As a candidate for this position, your salary and related elements of compensation will be contingent upon your work experience, education, licenses and certifications, and any other factors Healthfirst deems pertinent to the hiring decision.
