Description and Requirements

The Chief Operating Officer serves in a key role and assists in the develop­ment of, and is responsible for, carrying out goals, objectives, plans and policies estab­lished by the CEO and Board of Trustees.  He/she ensures the organization’s services are delivered in accordance with regulatory laws, quality, ethical and financial stan­dards. 

Responsible for the daily operations of the organization Plans, directs, conducts, and evaluates operational activities of the organization Develops, recommends, and oversees implementation of objectives, plans and policies for the organization; Directs the organization’s operations to ensure quality services are provided to the community and the organization's various markets within established financial con¬straints; Ensures the organization’s policies are uniformly understood and properly interpreted and adminis¬tered; develops, secures approval of, and establishes organization’s operating policies consis¬tent with the CEO's broad policies and objectives, and ensures execution of same; Evaluates operating results attained on a regular basis relative to estab¬lished objectives and reports same to the CEO and Board of Trus¬tees, ensures appropriate steps are taken to correct unsatis¬factory conditions; Ensures organization is in compliance with all regulations governing health care delivery and rules of accrediting bodies by continually monitoring operations of organization and proposing changes when required; Monitors adequacy of organization medical activities and works closely with medical staff personnel to ensure required standards of medical performance are achieved and maintained; Reviews and approves contractual relationships between the organization and its physicians. Negotiates sensitive contracts; meets with members of the public in order to achieve good public relations for the organi¬zation, attends meetings of professional, civic and service organiza¬tions as a representative of the organization; Working through staff executives, ensures the organization's financial, public relations, employee relations and legal positions are sound, and organization is ade¬quately protected in these matters, plays a major role in the resolution of important problems in these areas; Working through line executives, is responsible for the operations of all organization departments, coordinates the efforts of subordinate executives and managers, and ensures the availability of competent personnel for the continued operation of organization; and Works with subordinate executives in development of policies, procedures, goals, forecasts, plans, and budgets for areas of responsibility, and ensures same are appro¬priately ad¬ministered and adhered to. Responsible for direct supervision of subordinate executives and administrative office's clerical support staff. Maintains knowledge of current health related legislation, developments in managerial theory and practices, improve¬ments in healthcare delivery systems and so forth by reading ap¬propriate journals, books, and other literature and attending related confer¬ences, seminars, and the like.

Minimum Qualifications: • Work requires the knowledge of theories, principles, and concepts normally acquired through completion of a Master's degree in organization Administration, Business Administration, or closely related field and twelve to fifteen years of previous and progressively more responsible work related experience plus six to twelve months of on-the-job training and orientation. • Work requires the analytical ability to identify and resolve important, highly complex ethical, strategic, and/or operating problems which require innovative solutions based on extensive, cross functional knowledge of healthcare. • Work requires the ability to manage the employees within assigned division and to collaborate and work closely with the President of the organization and members of the Board. Additionally, incumbents may represent the organization in legal proceedings, negotiate in extremely important, sensitive and complex situations, or perform other duties requiring a comparable level of communication skills.
